Nathan Swinton joined Cloudflare in January 2026 as Associate General Counsel, Director for Regulatory Strategy. In that role, he oversees Cloudflare’s trade compliance program and works on a range of global regulatory issues, including telecommunications, law enforcement response, and antitrust. Before joining Cloudflare, Mr. Swinton served as Chief Counsel for Industry and Security in the U.S. Department of Commerce from November 2024 to June 2025. Prior to that, he spent 14 years at the U.S. Department of Justice, where he held several senior roles, including Senior Counsel to the Assistant Attorney General for National Security and Senior Trial Counsel in the Federal Programs Branch of the Civil Division. He was selected to be an Ian Axford (New Zealand) Fellow in Public Policy in 2019 and served as Assistant Counsel to then-Vice President Joseph Biden from 2012-13. Mr. Swinton holds a juris doctor from Georgetown University and a bachelor’s degree from Santa Clara University.
